GOT City size question

Are some cities limited in the maximum size I can make them? I have noticed that in some cases I no longer have an option to build up to the next level, regardless of the availability of resources. Is this pre-set in the game or am I missing something?

Yes, it is linked to the food level of the city.

No, actually, it's linked to the Brick rating.
Iain is probably thinking of CoW. (Be kind to Iain - the man has a lot on his mind, GoT was many games ago, and on top of it all he has a newborn baby in the house, which means severe sleep deprivation)
Your city needs a Brick rating of 7 or 8 to make the largest cities.

Thanks. Having fun with this game. I am ready to keep rolling with the Beta too but I need Johan to get back and make my new scenario into a playable file before I can move forward.
