Streams don't disorder infantry?

I'm playing a duplicate game of Sambre, and am sort of surprised to find that, as near as I can tell, streams do not disorder any of the units in the game. Is this correct, or is there some specific attribute of the hillmen on the non-Roman side that allows this to be the case? It seems sort of counter-intuitive. If I catch someone in the middle of fording a river, I would hope that would be considered a point of advantage -- but it doesn't seem to be.

MF units have no disorder penalty when fording a stream. It affects only HF, CV, KN, LH, EL, CM and CH.

Check out the terrain chart in the help index
It lists all the terrain types and cross referneces the units and what penalty, if any they have
There are lowere case ds an vd's and upper case ones (disorder, very disorder)
The one only effects the unit that is IN the terrain, the other effects the unit IN AND the unit that they are attacking/being attacked by.
