Overhead shooting

This may seem like a dense question, but the different terms could lead to a disagreement.

Overhead shooting is allowed if on "higher ground"

But the terrain references refer to "uphill".

So if artillery is on the highest part of the hill. It it on "higher ground" than troops on the hill but down slope from the artillery?
I.E. is uphill the same as "higher ground" ?

I get a friendly scenario can be whatever. But one could argue elevations or terrain pieces. I think having a presumed standard might be handy for tournaments.

I suspect that higher ground means the units be shot over are not on the terrain piece.
