Is this misuse of the rules - Skirmishing?

Not trying to break the rules, but I think that there maybe an issue with 'clever' uses of directional evades.
A simple example

The HI charges , and the LH evades directly to its own rear - thus avoiding contact and ending up behind the troops that charged it

The HI does have the option to wheel - however, by wheeling it'll never catch LH. I'm assuming that the evader must complete his evade, before the charge can wheel to counter
Maybe if the enemy is within the ZOI of the chargers it can only evade in the direction of the charge?
Maybe you think this is acceptable to angle infront of the enemy? The LH gets it both way to be able to evade in a choice of directions
