Spear Changes

I believe there is a general view that spears are a bit too brittle when they lose bases so it occurred to me a re-shuffling of spear PoA would make them a bit more resilient and possibly make the somewhat unpopular Def Spear + Bow (referred to as Skutatoi for simplicity from hereout) combos a bit better.
What you need to do is switch the requirements for the impact PoA and the negation of the lancer PoA.
So you need to be two deep steady spear to negate the lancer PoA.
One deep spear get a PoA at impact.
So what does this do?
It means that spear that lose a base isn't worse than single deep light spear in impact which seems reasonable.
It means that the Skutatoi is the same against lancer cavalry in impact (in fact slightly better as the PoAs are even whether the spear are steady or not), the Skutatoi are a bit better against Ghilman types as they now get a PoA in impact.
Against foot they are a bit tougher when losing a base as they retain their PoA for impact, but still lose it in melee.
Not a huge difference, but a bit better than they are now.
