My guess is scrub is the same thing as bush (which is listed on the terrain chart, but not available in the editor) Different words for the same thing?

From the TT rules, there is no "scrub" terrain listed, my guess is it might be brush in the TT rules. If that is correct it would be rough.
If I am wrong, it does not exist, and is unfounded myth and lies spread by explorers who really did not know what they had seen and did not actually get close enough to determine that it is actually brush and until some later date when it can be accurately explored and cataloged the Vatican council refutes that it ever was.
Hope that helped clear up that misconception

I think the developers were going to put 'scrub' into the game, but then scrubbed it at the last minute ...

don't beat about the bush. Say what you mean, or you might get a brush off

Look this is a wargames forum, not some botanical facebook or something. Ummm wondering does anybody have a spare book on how to look after a Bonsai tree. Or what music does the Bonsai tree like, should I talk to it, should I take it to bed with me to keep it warm.
Cheers
