possible bugged mission

I was playing the English army retreats from Norway mish. I managed to protect most of the vehicles, only lost 2. They got into the landing craft as I destroyed the next wave of evil Nazi aircraft. I then patrolled over them as they steamed out to the waiting ship. Then they stopped short of the ship and did not move any closer. I flew around for 5 minutes waiting for something to happen but it seems the landing craft were out of fuel. I was short on time so aborted the mission.
I was wondering if destroying that wave before the landing craft had set off had bugged the mission some how? Why would the game seem to hang up short of the ship otherwise?
