Here is my problem. I am Allies in September 1940. I have purchased a US General that I cannot put on the map (I'm assuming until 1942) and behind him is a Soviet General. But since I can't place the US General, the Soviet General cannot move to the top of the queue. So the Soviet General is languishing as "ready".

Glitch? Or am I doing something wrong?

Is it because Russia is still neutral?
