Can it be done? If so are there any useful programs out there?

They are just pcx files I think so can easily be edited in any art package - or do you mean a map editor to change the position of the map tiles?

The map tiles, as in the "world map". I'd like to edit the mountains, hills, etc... I can see the pcx files for the city view and battle view but the world map files are probably sitting in the RES files under \Legion\data\maps

Yes, looks like you are right unfortunately. I dont think there is a way to edit these.
