I haven´t got the numbers crunched, but it seems to me that an Allied player can assemble a considerably stronger Soviet army for Barbarossa in the 1939 scenario than in the 1941 scenario, anyone has looked to this?

They shouldn't because the 1941 scenario setup was made from a game started in 1939. You start with several leaders in the 1941 scenario and those have been purchased from the 1939 scenario. If you e. g. don't buy Zhukov you free up 115 PP's that you can use on units. The Russians have built 4 armor and 2 fighter units for the 1941 scenario. If you avoid these units you can get more corps units instead. The choice is yours.

Another factor is that the 1941 scenario starts in February while Barbarossa started in June. So you still have some months left to build reinforcements in the 1941 scenario before the war starts in Russia.
