Issue with changing a stream hex to a clear hex...

I am creating my first scenario for FoG 1.3.0 and noticed that If I set a hex to "Stream" that I cannot go back and change it to "clear" terrain. I have to change the stream hex to a wood hex, rough hex or something else first...and then I can change it to a clear hex. Is this a new bug...or was it always like this?
Also noticed that trying to converge a road from more that three points is a problem as it disconnects the one of the other road connections...
