The Suren Indo-Parthian (I think is the list) has always had Saka allies available in RoR. I don't have my IF or RoR here to see if there should be other Parthian lists that should also get them as allies but suspect not.

I have only checked the "Allied Army Cross Reference 6.0" pdf and it lists Saka as available to the Parthians. But I might be missing something subtle here...

Note the Indo-Parthian Saka allies are also listed in a separate entry, so it's not a confusion between the two.
