If you bomb a city with no numeric value (Norwich, for example) and you get a little splash that says "3" (or whatever), have you just cost the enemy 3 PPs?

No, you have 3/10ths damaged the port although I dont believe that you can actually stop a port from working even if you do get 10 steps of damage on it. Bottom line is, strat bombing ports is useless unless you are simply trying to work out whether there are any ships or subs in them.

Attacking ports with FTR's is better. The units will gain experience and damage any subs there.

TACs will work, but sometimes they will perform a strategic attack unless the unit is visible.

SAC's will always perform strategic attacks on ports, cities, resource hexes, but still gains experience. If a ground unit is not in a resource hex
the attack, shock, AT values will be used to damage the unit.

What if there is no port?

Also, for instance, what about that airfield north of Scapa? Kirk something. It has a value of 1. I bomb and bomb it and it never goes yellow or red but I always see the little factor icon showing damage.
