Where actually severe winter efficiency loss occurs? Its deffinetely not all north-east region, since I never seen efficiency loss in norway, for example.
So its either original USSR in 1939 borders, or only native USSR (with (Soviet) in brackets, not (Polish), (Romanian), (Latvian) etc) lands?
