Windowed Mode and Options issue

Hello,
first, thanks for this wonderful game. I've been eying it for quite some time and finally decided to take the plunge today. Now for the issue.
The game runs fine with the exception of windowed mode. Manually editing the "settings.txt" file and changing the value from 0 to 1 in the corresponding field just gets happily ignored in the game, starting in the super ugly 1024x768 resolution (which really looks horrible on my 24" 1920x1080 screen). Luckily, there is an option in the "Options" menu available from within the game. Hurray! Except that wait, it does not do the intended thing. It correctly limits the screen size of the game itself, so that it now appears on the desktop occupying part of the screen. The problem is that it lacks any window borders, and thus cannot be moved across the screen. So, instead of having this positioned comfortably in the centre, it ends up at the upper left corner which makes playing it really, really irritating.
Also, the game does not remember the changes made in the settings. For example, selecting the "windowed" mode or choosing to display counters is discarded once I exit the game, and the next time I start it, these previous changes are happily ignored and I have to set them up again.
I am running Windows 7 Pro 64 bit, if this helps. I would really appreciate a solution, thanks!
