About "flanks"

The Melee Combat rules says this :
flank : troops other than light foot or light horse attacking an enemy other than light foot or light horse in their flank get +1 against an enemy who are unable to turn to face the attacker
I don't see any appearance of the word "flank" in Combat Mechanism rule. Is it really considered as a disadvantage (-1 POA) ?

And where can I find a portrait of the situations in which a BG would be "unable to turn to face the attacker" ?

This is a melee combat POA listed in the help as:

flank Troops other than light foot or light horse attacking an enemy other than light foot or light horse in their flank +1 against an enemy who are unable to turn to face the attacker

You can get to this by typing on the "melee combat" link/subheader in the combat mechanism topic.
And where can I find a portrait of the situations in which a BG would be "unable to turn to face the attacker" ?
The most frequent case is where the BG is also in combat with other enemy. I believe it can normally face if there is only one enemy BG attacking it.
