Possible Terrain Bug

Playing a dag battle with a hill formation on one side of the map
Noticed that my and my opponents medium infantry displayed following:
when in a steep hill, clear hex: displayed disorder
when is a steep hill, scrub hex: displayed steady
Is the program skipping a second terain type within a hex? If not what would the logic of this be?
