Early naval battles

While preparing Norway invasion as axis, I faced English fleet moving to the denmark shores since 1st turn. So couple of BBs, transport with garrison and CV get to the shores of denmark faster, then I build up sub screen to prevent them from doing it. So I decided to use combined naval and air force to cut off and destroy some RN capital ships. But opponent at his turn moved even more english and french ships, transports with english mech inf and inf to the denmark, and even rebased his strat bomber to the very north of denmark (denmark was already captured by axis). In following new Jutland i lost both of my surface ships(aswell as any chance to invade norway or england, but i never go for sea lion in fact, so np) and suffer some steps damage to subs, while causing definetely more steps damage to RN, totally destroying 1 BB and 1 CV, and depleting to something like 1-4 steps another allied naval units. Also i destroyed garrison and forced strat bomber and british land forces to run away from denmark rather then landing there.
Any ideas, is this sort of fighting worthy, or its better just to keep surface ships at ports, while subs hunt unprotected convoys? In terms of PP destroying capital ships > destroying convoys, but RN still have many, while i lost all mine.
