They work great against cavalry and they're a notch better in quality than the principi.

Superior/elite armored off spear a pushover??

Yeah, sure...
i would love to have some of these on my non roman armies
On impact combat they are not as good as princeps, but once they are engaged at melee they should chew up almost anything.
And of course they are better against cavalry than other roman legionaries.
Try playing as Carthago if you want to know whats a push over (African infantry

)

maybe all spearmen are underrated (against pike/swordsmen)?

Mmmm... don't think so... each has his advantages and disadvantages...
Impact foot like the legionaries excel on the first attack (impact) but then suffer against pikes and spears at melee.
Pikes are very strong in their ideal conditions (above 75% strength and on plain terrain). But if conditions are not ideal they loss all of its advantages and are quite brittle.
Off spear are more versatile, good against cavalry and able to take on equivalent units with a decent chance and can fight on rough terrain better than pikes...
Triarii are probably the best HF off spears in game (superior/elite and armored), followed by Carthaginian veterans (superior/armoured).
If used rightly they both can be excellent units
African infantry is kind of weak as they are just protected and standard quality. But their main problem is that on many historical scenarios they face superior and elite legionaries that will rout them in a couple of turns at most.

But the veteran Africans (superior/armored) are very nice and can regularly defeat even late romans.
Cheers

Behind average Romans, 2-pak superiors are very good rear support
be careful with spearmen

I have
tried to follow these tactics when using offensive spear (or any other phalanx type spears)
You just have to be careful with your spears when you bring them to contact.
Let the enemy charge you and better if they can charge with only 1 unit. If you survive the initial contact without distrupt, your spears will have their way.
Do not charge with spears against impact melee, unless you get a good side or rear shot.
Use your own (and your enemies) skirmishers for their potential if situation rises.
