Bursting Through

Here is a detail over which some have quibbled:
Do routers/evaders "burst through" friends they can normally interpenetrate?
The rules generally describe "bursting through" with respect to friends that they are normally not permitted to interpenetrate (e.g., LH evading/routing through LF) but the rule is not quite a definition.
If a BG of LH evades through LF archers, do the LF drop a cohesion level for being "burst through"? I did not think so, but it is hard to support that ruling apart from the general description of bursting through.
If evading through the LF is not a burst through, can the LH shift/contract to avoid other friendly troops in favor of moving through LF?
