Is this list of new armies coming with Rise of Rome exhaustive ?

Bosporan
Illyrian

The product page lists all the armies - it is much than you have there.

Well, I compared with what a Field of Glory owner get with the 1.1.2 patch and
it seems to be those armies that are specific to Rise of Rome.
Which armies are missing ?

This list is actually incomplete; many armies have various iterations, and there are armies like "Suren Indo-Parthian".

These are all the armies available with the Rise of Rome game, but the following were already available in the Field of Glory game :

Parthian
I would had "Pyrrhic" to my list above, so the complete list of armies specific to Rise of Rome would be this one :

There are no armies available in FoG, only unit grpahics which can be placed in the scenario editor. The arrmies are a completely new thing in Rise of Rome and part of the Digital Army Generator (DAG)

Well if you want to be specific and exact, ROR adds new miniatures for many of those original FOG forces, and like Ian said, ROR puts them into an army building tool (DAG). Also, just to be exact, many of those armies consist of several differen variants, and you are missing one I mentioned (Suren Indo-Parthian). With the new miniatures and the way the armies are separated into variants, it doesn't make much sense to say that a certain force was already done by FOG; just look at the full list taken from the DAG:
