the "issue challenge" button at the top of the multiplayer screen doesn't work, although the blue arrow at the bottom does

That UI might be a little confusing. The 'buttons' at the top are actually tabs taking you to the 3 screens, and the button at the bottom is actually the button that does stuff. It may be that the tabs don't look enough like tabs so people expect them to do things.
