Bug? Opponent army replenishment

I don't know if this is a bug or not, but I am playing the Egypt scenario and have several cities under my ownership. With 5 large armies set to take on the Macedonians, I attacked a city, lost, and the Macedonian army numbers were lowered (as expected). I attacked again with another army the same turn and, once the armies were deployed the Macedonian army numbers were back were they originally were before the first battle!?!?!?! Could this be right? So I tried again with all 5 armies and lost every battle even though at the end of each battle the Macedonian army numbers were low. Strange...

The way cities & forts work, they add their bonus strength poitns each time you are attacked. E.g. If you are attacking a city with no forts the enemy get +1 health to all units. If you nocked them all down to 5 say, then attacked again you'd see them all at 6.

If you had a fully fortified city they could be getting +4, so going from 5 to 9.

This should be the only way they can heal during your turn.
