Does CEaW GS release the free generals on the first turn of the year in which the manual says they are available?

Randy, nice to hear from you again! It's good to see you back. The free generals listed in the manual are the ones that are available at the start of each scenario. So if you're playing the 1939 scenario each country (except the US) gets their one free general. You do not get any free generals after that.

Ronnie,
Thanks for the clarification. I just started back and have three PBEM games going. You guys did a fantastic job on Grand Strategy. When I get a little more experience under my belt with GS, I would like to have a go against you when you have the time.
