These are the Carthaginian army's "line infantry but they don't seem to be able to stand toe to to with the Legions.
What to do? Just avoid the straight up fight? Something else?
Thanks.

Avoid the fight for as long as possible while you work the Roman flanks.
Run away to fight again....

Use them to suck in the roman legionaries while you are winning the battle on the flanks. In particular, since the Carthaginian spearmen are drilled, they can safely run away as fast as the Romans can chase once the legionaries close to charge range. And if the legionaries decide to ignore the spearmen then the spearmen can advance and threaten weaker Roman troops or the flanks and rear of the legionaries.
