Finnish Partisans

A quick question regarding Finnish Partisans.
It seems to me that everytime Finland falls (which is very often playing Axis) that the partisan activity stops.
I do get Partisans before the fall of Finland but not after - is this correct? and if so should this be changed?
It would seem a little unfair if this is the case as I would have assumed Finnish Partisans to have been a problem for the Soviets - considering this was what they did effectivly when fighting against them anyway (so why would this suddenly cease).

Yes, pretty sure no partisans appear in Finland after conquest. I think this should be fixed as well. On the other hand, Spanish partisans seem too numerous. You would figure after years of bloody civil war continued uprising would not be on their minds. Maybe it is just in my game, but Spanish partisans by far outnumber the ones in France and Poland and are even to the ones in Yugoslavia. Are the Irish partisans BTW? There should be!

You have to remember that the likelyhood of partisans spawning in non-clear terrain is 4 times higher. You have a lot of rough terrain in Spain so they get more partisans than France. Greece and Yugoslavia usually get a lot of partisans too.
Why do you think Finland should get partisans after they had surrendered to the USSR? The Finns were not very keen on fighting for Hitler and particularly not after they had to surrender to USSR. The Finns fought primarily to get back the terrain they lost in the Finnish winter war in 1940.

Yeah, but IRL they made a settled surrender, keeping their independence (at a huge financial cost though). So obviously they would not rise up. In case of a total Russian conquest, as in GS, they would not be so malleable.

We don't have any rules for armistices so you can think of the Finns surrendering as if they made an armistice with the Russians.

I agree with no partisans for Finland after their surrender as historically they did call it quits after the armistice. Technically speaking, Finland should surrender/armistice once Tallinn falls as it was the fall of Estonia that convinced them that they would be conquered eventually if they didnt seek peace first.
