Atlantic and Mediterranean naval major powers in 1939

It seems that the CEAW mediterranean scenario is a little bit unfavourable for the italians, specially in respect with the submarines: 106 italians against 46 allied (36 french and only 10! from the Royal Navy). The initial mediterranean british submarine should be removed!

I think the addition of a second Italian sub would be a better solution, especially if they had over a hundred of them. I would want to know what kind of subs they were, and whether they technologically on par with the Royal Navy's. If they were clearly inferior, then I think it's justified to not give them as many in the game.

Good info. In light of the numbers and quality of the Italian u-boats, I would support adding a second one to the game. I don't think it would change the game balance much, if at all, and it would better represent the historical strength of the Italian Navy.

I only meant that the british starting submarine forces in the Mediterranean scenario were small. Certainly, afterwards the british Royal Navy deployed a significant submarine force in the Mediterranean that really succeed in sinking lots of italian convoys and some warships and in supporting Torch, Sicily and Italy landings. But british losses in submarines were also high.
In the mediterranean scenario were deployed 3 Royal Navy submarine flotillas during the war: the 1st in Malta, the 8th in Gibraltar and the 10th in Malta.
So keeping in mind this later in the war important british submarine force in the mediterranean scenario no need at all to remove the current initial CEAW british submarine in Malta but as joerock says it is justified a second initial italian submarine unit.
