Rivers, coasts, and gullies

Rivers and coasts may not encroach beyond 6MUs from the table edge. Does this include the 1MU defensible riverbank?
Similarly, when creating a gully, is it premissible to use a board that has the gully carved into it, but not counting as terrain except the actual edge of the gully?
Also, what constitutes a bend?
I've got a great idea for a convertible River/Coast. I'm taking a piece of sheet metal, painting it to look like water, then cutting "shoreline" out of magnetic sheeting. If I need a coast I put the shore on one edge only. If I want a river, on both edges. I need to know if I should cut the piece at 6" or 7".
