Do German comanders benefit non German units?

I'm pretty certain than German commanders do not provide organisational benefits to Italian units. Do they also not provide organisational benefits to Minor Axis units, such as Finland, Hungary, Romania and Bulgaria.

No...

I think the short answer is: no.

Generals only benefit units of the same nation, not including major or minor power allies.

I was just wondering is there real effectiveness of having a German commander in AGS during the early stages of Barbarossa, since normally the majority of units in the southern Ukraine front are Hungarians and Romanians. This doesn't necesaarily have to be the case, you can move the Axis minors around a bit, and normally i like to have some German units in the south.

Do most players have two or three German commanders for Barbarossa?

FWIW, I try to have 3 GE leaders on the east front for Barbarossa - this usually covers most of the front. If I am doing particularly well I might add a 4th GE leader on the east front.

Leaders are very valuable in the game, and will save a lot of unit losses over time, especially the higher ranked GE leaders.

Note that mixing in lower rated leaders on a front will reduce the effectiveness of the higher rated leaders on any units where the leaders coverage overlaps!

I usually go with 2 German commanders to start Barbarossa, adding a 3rd when the front gets too wide. In most games, that will be sufficient for the entire game.

From the manual...

The range of all leaders is 8. This range also works across the sea. When you have several leaders within range then only the best will increase your efficiency.

Leaders with "plus" defense or attack ratings give a bonus only to the unit they are attached to, not to all units under their command.

Commanders provide support on a national basis so you cannot have German leaders commanding Italians, for example..

Corrected one portion of your reply!

Average?!

Huh! Well, I pulled that right out of the manual (sorry, I put that in the 'title' space, but I guess that doesn't appear anywhere).

So... the manual (at least, the latest GS version of the manual), suggests that only the best general in range has any effect, and additional generals are ignored.

Of course, just because it is in the manual... :-)

It is (unfortunately) pretty hard to see what is going on from the game UI. I guess you could play a hot-seat game, still some units in various places such that in some places the generals' range overlapped and in others they did not, and see what the max efficiency reaches.

it really seems that not the best leader counts, but the average of all leaders involved... I usually start Operation Barbarossa with Rommel and Guderian, immediately adding Kesselring - that way I don't have to worry about it, since they all have leadership 7.

Hi
Alec updated the manual v1.04 that states that leaders will average their influence if close enough.

You can get the manual here.
