What is with skirmishers?

While I am enjoying the game, the drives me nuts.
I find it hard to believe men on foot can outrun horses to evade. A skirmisher can move 4 or 5 hexes on their turn, then evade for the same number of hexes, then move right back again the next turn. This essentially means they can move farther than cavalry, which is a bit silly. It seems they should at least be disrupted and maybe retreat only a couple of squares and certainly lose a few troops. IMHO Cavalry was always a skirmisher killer except in woods or rough terrain and should be here as well.
