Point cost for Drilled / Non-Drilled

In a number of armies in the DAG the cost for Drilled / non-Drilled is the same. For example:

Later Selucid
Drilled Javelinmen cost 4 points
Undrilled Javelinmen cost 4 points

Why is it the same? Why would anyone want to buy the undrilled version?

For skirmishers there is no difference between undrilled and drilled. LF and LH move exactly the same and pass CMT the same whether drilled or undrilled.

In the TT rules it's the same. Some skirmishers are drilled, more for historical accuracy (e.g., Roman velites would have gone through some training) but there is no actual difference as far as movement.
