Can routing units rout through baggage? Fortified baggage?

If a unit pursues routers, then hits another unit what happens? Counts as an impact next bound? Or a melee next bound?

If a routing unit has 2 elements remaining and 1 is removed at start of IBP, do we immediately remove the rest of the unit? What do the pursuers do?
