commander and modifiers

This is a newbie one. Do command stands that have joined a unit still modify units that are in command range but they are not attached to ? (i.e. and IC is joined to a knight unit and a spear unit wants to take a CMT can the IC modify that roll?)

Yes, but the commander must not be fighting in the front rank and in the movement phase this must happen before the commander moves. (There are other details, but basically the answer is 'yes')

They can modify any non-allied BG within their command radius providing they are not in front rank combat and the BG getting the modifier is not in hand to hand (excepting one they are attached to). They can even be attached to (but not fighting with) a BG in melee and modify others.
