Naval shore bombardment limits

Should be introduced some limits to the naval shore bombardment? I mean the same way it was introduced a limitation for the air attacks it could be more realistic to limit the shore bombardment to,e. g., 2 shoots per hex. This could represent the impossibility, with the 50 km per hex CEAW scale, for a ship of targeting units 30-40 km from the coast. This way, we don“t see anymore a land unit halved (when is attacked by 3 or more naval units) by a naval shore bombarment which seems to be a little bit unrealistic.

I don't think this is a big problem because most sea hexes can only be attacked from 2 adjacent sea hexes. Some can be attacked from 3 sides (bends in the coast line) and very few from 4 or more hexsides. Some can be attacked from only 1 hex side as well.
Since the land attack value of BB's and DD's is only 1 and won't increase with improved tech I don't think we need this restriction. The average damage they inflict are 1 step per turn. This is in big contrast to e. g. tac bombers who get improved tech so they can inflict maybe 3-4 steps upon an enemy armor unit. So 2 tac bombers can almost eliminate a full strength armor unit. This is not possible with shore bombardment.
So I think we can leave the shore bombardment as is.
Due to the possibiliby of shore bombardment I try to avoid placing my land units in coastal bends. E. g. there is a hex in France (near Calais) where the Allies can attack German land units from 3 sides in 1940. So I try to avoid stopping there with a depleted German unit. It's too tempting for the Allies to eliminate this unit if they can use 3 BB's, 2 air units and then land units.
As long as you're aware of the danger of staying in bends I don't think it's a problem. If you're afraid of constant shore bombardment prior to Overlord you can place your coastal defense units inland and only move them to the coast when you see transports at the French coast. I do this constantly and then these units are only susceptible to Allied airstrikes. The exception is that I keep units in the port cities so partisans can't pop-up there.

I don't have the game in front of me at the moment, so I can't check this. But aren't the land/shock attack values of heavy fleets 2 rather than 1 (except in bad weather)?

I think it's 1 regularly and 0 in bad weather. I know this for a fact because using the French BB's during the winter will never inflict step losses upon the Germans, only shock damage.
