6 unit of 6 HF armoured superior drilled offensive spear
2 unit of 6 HF armoured average drilled offensive spear
1 unit of 4 LH average drilled javelin and light spear
1 unit of 6 MF average undrilled light spear
1 unit of 6 LF poor undrilled javelin and light spear
any suggestions?

I would drop the MI its only one BG and it going to be a target more often than not .I would drop two of the spartan spear and buy two more average spear ,so 4 superior and 4 average (which fits nice with 4 generals ) put the average up front and support with the spartans from the rear and move out to which ever flank and attack the generals can be commited to combat or rallying . I would then but 2 LH for skirmish and stopping of enemy march moves and to poor Li for fly paper and support shooting . this leaves some points left over so buy more LI to bump up BG's or another LH which should give you 13 bg's to fight with atleast .much better You could buy some helots aswell hope this gives you some ideas

I would try and get more LF, especially with bow and sling as they will help see off enemy skrimishers (while being supported by your spear) and probably would try to get one BG of reaonable MF (i.e. Thracians either offensive spear or heavy weapons) to help support a push that has to go near/around Uneven/RGo.
I think the super-cheap (and bad) spartan cavalry (protected, light spear) has a role as supports for the average spears and generally bulking.

no effect missil fire against HF superior
very difficult to hit them (5/6) and very very difficult to lost bases
one cv unit I don't know if can do something
and 4 average and 4 superior instead 2 average and 6 superior...I have to try
unfortunatelly no more point in my army list to change MF from light spear to offensive spear
what is better offensive spear or heavy weapon for MF....may be offensive spear!

Of course 1 cav BG can do "something", in fact there is probably more use it could be put to when armed with light spear not lance so has the option of skirmishing.

Actually I like your original army and would change anything.
LF poor jav -> at 2pts each are great value. They wont damage anything but will stop much more expensive enemy troops hitting your spear, also they even have a reasonable chance if they do fight other LF. The +1 POA at impact .
MF -> without some sort of MF, enemy archers can hide in rough terrain. At least one unit keeps the enemy honest
HF -> superior, whats the point of fielding a Spartan army and using lower quality troops, keep those 6 units
