Slitherine

I was playing Magnesia as the Selucids and no one could move as usually happens, but while clicking around I discovered a shock cav unit that exhibit a grey cone to its front. Hmm, says I. Clicked on the unit again and it went into an anarchy charge. After that, everyone one could move and shoot. So maybe anarchy is the probelm?
