Is it X per level per unit type?
Or particular to a specific tech upgrade?

Also is the stats upgrade from ea tech lvl recorded somewhere? I couldn't find it in GS manual. i.e. if you get blitzkrieg lvl 3 - what does that grant you? This would be helpful in figuring out what an upgrade on-map will grant in terms of stats.

I'm not sure, but I think that each unit has a specific upgrade cost, regardless of how many tech levels you're going up or whch levels they are. It would cost an infantry corps the same amount to go from Lv. 3 to Lv. 4 as it would to go from Lv. 5 to Lv. 10. This is why it literally pays sometimes to wait a few turns and make multiple upgrades at once instead of doing them all as they arrive.
