I am trying to sort out army lists for my first game and have notices that there does not seem to be an additional cost for crossbow armed foot. I am not sure if this is intended or not.

Yes you're correct! Crossbows are free, as are foot Javelins (Light Spear), slings and (currently at least) handguns.

(The basic cost of troops is supposed to include some sort of basic weaponry. We only charge extra for weapons that give better than "very basic" POAs)

Crossbows sometimes have a POA over Bows, however they get less dice. The net result is that crossbows are less usefull.
Handguns are similar to crossbows, but also have a shorter range and a CT modifier.
