AI Behavoir Help

I am currently trying to create a historical scenario, Guagamela, and am running into an issue w the AI
Basically, the Persians should be prettty agressive w their cavalry, and in testing, they have been, but only w the lights...
No regular cavalry unit nor any kind of chariot unit will move, or if they do move its like one hex every 4-5 turns, and more often as not laterally!
I gone back to official game scenarios to see how the AI uses regular cavarly units as well as chariots, and it appears they seem fine in all of the official scenerios (especially starter sc. #3 where the indians are very agressive w those units)
I have also tried varying levels of agreesiveness for the commanders to even getting rid of all but the Overall leader to no avail....
Any suggestions?
