That is what the write-up seems to indicate, although not specifically stated. I'm interested in being able to play vs the computer, as well as build different scenarios for me vs AI to play.

Am I out of luck here?

There is a massive single player campaign as teh ENglish and another as the French. There is also a free downloadable campaign and new play mode for single player in the latest patch.

Skirmish and multiplayer modes are also included but I woudl say this is more a single player than multiplayer game.

The map editor is included along with instructions on how to create your own campaigns.

Where did you get the impression it was multiplayer only?

To expand, you can use the scenario editor to create both single and multiplayer scenarios - whichever you prefer.

How do you play the skirmish mode, i cannot play as it is greyed out.i have saved two armies ready to play with .

Skirmish mode should unlock once you complete the Tutorial if I recall correctly.
