1. Can the Thracians take the Spartans as their Greek ally?

Question #1 - Checked the Errata as well as the Classical Greek List and I do not see anything in the list that would prohibit Thracians taking Spartans as their Greek Mercenary Ally.

Greek Mercenary ally means that only those bits on the Greek Allies list which are described as "mercenary" or not belonging to a specific city can be used. Spartans are not possible.

Correct
So basically, the Thracians are allowed only 0-18 stands of Hoplites (HF, Protected, Average, Drilled, Offensive Spear) per this clarification since there is the single line having the word mercenaries in it
and any other option that does not have a specific nationality listed in the list. Seems incredibly restrictive based on how the list is written. But that is just my opinion.

No, it means they must have 6-24 Hoplites of which 0-18 can be upgraded to drilled. They may take any of the Greek ally options that are limited to Mercenaries or that are not restricted to a speciic city, e.g. they can take 0-4 cavalry as non-Thessalians from 450.

Both is what I thought, but on Madaxeman.com under his Thracian synopsis he said you could take Spartans and had an argument with Ricky "Elvis" Jones about the Mountain Indians. Thanks to all who helped.

You are assuming that Ricky Elvis has actually read the list.

He did make a list for them in our campaign game. So I think he atleast skimmed over the list.
