Are they disabled or am I just missing the option to have a specific pic as one?

The forum software supports pre-loaded, remote and user-uploaded avatars. All of them are disabled in forum configuration at the moment.
So, it is up to Iain to enable them, I will ask him tomorrow about it. When/if avatars will be enabled you will get necessary options in your profile editor.

For now there will be no custom avatars. We may allow you use them once your rank is high enough

Is it just me or do some of the avatars (militia or javelinman for example) seem strangely "busty"?

Im noticing that too. Are you sure that javelinman is accurate? They don't look like javelin men to me.
And my milita avatar is even more so.
