Standing Shields (Samurai)/Pavise (Portable Defences)

are "standing shields" portable defences (PD)?

in the new Armies of the Dragon book, the Samurai army (Later Heian) includes "Detached Bushi" whom it says are " Detached Followers Fighting Behind Standing Shields"

are these models supposed to have "portable defences" that you place and pick up, OR is the effect of the "standing shields" built into their status as either armored or protected troops?

if they are "portable defences" is there an additional cost to get them for the unit?

That's why they are considered Armoured. It's already built in.
