When does straggling occur in turn sequence?

When in the turn sequence does the Straggle roll occur? It is not listed in the full turn sequence in the rules. In the flank march section in the appendix it is listed (although not explicitly as part of the turn sequence) after the first reference to moving the flank marching BGs but before the full explanation of how flank marching units are moved onto the table. When the roll is explained it is described as occurring before the BG arrives.

Yet another reason I never bother with flank marches... all too confusing and unreliable

According to the rules on page 144 about conflicting flank marches:
"Both sides are subject to the normal rules for straggling, but this is not tested for until after determining which side is driven back."
It seems to me this would be completely superfluous to include if straggling rolls are normally done after the BGs for both flank marches have moved onto the table. It really only makes sense to include if the straggling rolls are done after the roll that determines that the flank march will arrive next turn.
