Shooting from Terrain

Two Questions
One:
Can a BG shoot out of terrain (first rank only, of course) if it is within the distance defining visibility for that terrain type from the edge? e.g. troops wholly in a Forest can only be seen at 2 MU (p. 131), so if the front rank is inside a Forest and 1 MU from the edge, can it shoot out?
Or put another way: a BG can shoot if its LOS does not pass through Terrain that would block LOS (p 82) and Forest LOS blocks at 2 MU (Terrain blocks LOS beyond the visibility distances specified, p. 132) so 1 MU from the edge is less than this blocking distance.
Do I understand this correctly? Thanks.

Page 132 states "In some cases light foot can see out but not be seen." I have not been able to figure out why this is limited to light foot. Help?
