I dont't like Monk Troops so I prefer more bushi and detached follower.
Better Mob than Girls and Boys infantry. 4 bases are too weak... There are poor...

I'm not sure I agree with that. It totally depends on their use.
For example:

If you throw them down purely as an extra BG break points and hide them at the back of the table running from anyone who comes anywhere near them, they are fine. Why pay for another 2 or 4 bases just so they are 'stronger'.

If their purpose is to slow down enemy mounted who are going to try to sack the baggage, they can hide in smaller terrain features. I could imagine a situation where you put the baggage in between two forrests about 1' apart. The Mob hang about the camp until one or other flank starts to be overwhelmed and then move to the corresponding forest. The mounted then can't double move as they have enemy 'within 6"' and this gives more time to respond.
etc etc

I don't have my army book handy, but, having worked a bit on that list, here's what I think:
- First up, I'm not sure you can get 2 BGs of Protected Average Monks. IIRC, you can only have one, the other has to go to the Unprotected part of the list. I might be wrong though - please check.
- Second, I had also set up a list with TCs, but then I've had my a$% kicked too many times due to not being able to manoeuver near the enemy, or getting peppered by arrows. I'd think that an IC is in order.
- I also decided it would be best to go with the upgraded followers with yari - the bow*/HWeapon followers were tempting (at 8s), but the Poor factor kept me away.
- Having said that, I took my upgraded followers in BGs of 6, since they are Average and I can use the extra points to add some more fodder to the army.
And don't forget the loads of rough terrain!

I think for armies composed primarily of average troops I am coming around to thinking IC+3xTC is the command structure needed. Yes, it is expensive, but the generals are mitigating the lack of Superior troops. The IC helps with morale and a 3 TCs mean you can afford to stick them in combat pretty much all the time.

I too am contemplating this army - but slightly later than yours appears to be based upon.
IMO:
Dump the Warrior Monks
Maximise the Generals - 4 of whatever you can afford, make two of them allies.
5X6 Bushi
2X4 Mounted Bushi
2x6 Ashigaru Yari
1x6 Ashigaru Bow with Pavisse so armoured!
1x8 Peasants - for colour and camp protection work
Any points left buy the bamboo pallisades
