Lithuania potential issues and bugs

Playing as Lithuania in the Mega Campaign, fully updated with all DLCs:
1) Archers and medium infantry never lose the "hastily levied" modifier regardless of how many bowyers, levy camps, etc. I build or how long I leave armies in friendly territory. This is very frustrating.
2) I've been at war with Smolensk for decades and somehow have a gradually declining negative warscore (currently -18) despite winning every battle, never losing a territory, and capturing and holding one of their territories. I didn't start the war. I have no idea how they could possible be gaining warscore.
3) Starting with 4 Secret Cults is absolutely brutal. They each reduce authority per turn by .4, and they're almost impossible to get rid of. Weirdly I haven't been able to remove a single impediment (whether it's a secret cult or a bandit hideout, etc.) by leaving an army in the region, even after decades. Could be extraordinarily bad luck, but either way the 4 secret cults basically destroy any possibility of avoiding disorder tokens.
4) For tribal nations the "ordinate holy man" decision is absolutely essential because their religious buildings aren't very good and the resulting cults that arise from low piety make an already bad authority situation even worse. But even after 100 turns I still haven't gotten the "ordinate holy man" decision. This one isn't unique to Lithuania, I don't think I've ever gotten that decision before turn 100.
Edit: I also have a random question, what exactly do the difficulty levels do? Do they make the AI more aggressive, do they make unit upkeep more expensive? I have no idea, the game doesn't give any indication.
