Why couldn't I spawn fighter aircraft at this airfield?

Could anyone explain why I could not spawn fighter aircraft at this airfield but could spawn reconnaissance aircraft there? Is it because the airfield has already allocated 9 supplies to maintain the 3 G3M bombers in the air, and the remaining 1 supply is not enough to get another 3-supply-costing plane into the air?

According to the green 4 on the airfield, it has enough supply to maintain another fighter unit, but it acts as if it does not. This screenshot is from the scenario “Nanning” from the Morning Sun campaign.

I think the +4 is the global capacity (all airfields and carriers on map). The local airfield could only provide for 10 (9 for the bombers with an extra +1)

or it could be that you don't have enough air supply (when you press space you will see air supply above each airfield (different from air command points)
