[Change-Request][Guangzhou missing a road bridge][New]

In the scenario “Guangdong” of the Morning Sun campaign, the city of Guangzhou, near the western edge of the scenario map, is missing a road bridge.
As other river hexes with a paved road all have a road bridge, I request that a road bridge be added.
