[Change-Request][Allow IJN marine units to perform Banzai charges][New]

In the scenario “Guangdong” of the Morning Sun campaign, a Japanese Marine '39 unit of the IJN flag faction doesn't have the banzai charge ability.
It would be nice if the specializations unlocked for my IJA faction, including the banzai charge specialization, could be shared with the IJN faction.
